Most Oviedo houses built between 1988 and 2005 are now inside Florida's real-world asphalt-shingle replacement window. A printed 25- or 30-year shingle rating is not a Central Florida calendar. UV, summer rain, and wind take the granules off sooner. If the original roof is still on a 1990s Twin Rivers or Alafaya Woods house, the question is usually replacement, not another patch.

Why 1988-2005 Oviedo roofs are due
Oviedo grew as a family suburb in the late 1980s through the mid-2000s. That boom produced a large block of three-tab and early architectural shingle roofs that are now 20 to 38 years old. In Florida, that age range is when we see granule piles in gutters and at downspouts, thermal splitting on south and west slopes, brittle field shingles that crack when walked, and flashing that has outlived the original underlayment.
A repair can still be the right call on a young, isolated leak. On a 1994 or 2001 original roof, repair is often buying time, not resetting the system. Oviedo is not one microclimate.
Twin Rivers and Alafaya Woods sit with heavier tree canopy along the Little Econlockhatchee corridor. Shade keeps some UV off the shingles. It also holds leaf debris, moisture, and algae on north and east slopes. Gutters clog. Valleys stay wet. Soft decking shows up where debris sat for years. Inspections in these neighborhoods include the tree line, not just the field shingles. Algae-resistant products and a clean valley/flashing detail matter more here than a paler shingle that will streak in the shade.
Carillon and Kingsbridge, along and near SR 434, are more open. Less shade means more direct UV and more wind fetch. South and west slopes chalk and lose granules first. Unsealed nails and ridge vents show heat aging sooner. The failure mode is sun and wind, not damp leaves.
Same city, two scopes. A Twin Rivers estimate that ignores the canopy is incomplete. A Kingsbridge estimate that ignores UV and wind is incomplete. We write the scope to the lot, then pull the permit through the correct building department.
City of Oviedo Building Division — not Seminole County — for city-limit properties
If the house is inside Oviedo city limits, the roofing permit is issued by the City of Oviedo Building Division. It is not a Seminole County Building Division permit. Unincorporated parcels near Oviedo can fall to the county; we confirm the parcel before we apply. Do not assume a Lake Mary-style county filing, and do not file it as a Sanford city permit.
Florida's 2026 residential permit exemption for some work valued under $7,500 does not take re-roofing off the permit list. The City of Oviedo states that re-roofing (components and cladding that must meet Florida product approval and wind load) still requires a permit. We pull that permit under license CCC1330134.
City of Oviedo re-roof inspections (sawn lumber, wood plank, or wood structural panel decks) follow the city's published process: after tear-off, the deck is fastened and the dry-in is complete before the in-progress inspection; peel-and-stick dry-in requires a nailing affidavit on site at that inspection; at least 100 square feet of the new roof is in place, no more than 50% of the new roof, with flashing and valley metal left exposed; and the dry-in / sheathing-nailing affidavit is completed, signed, notarized, and on site for final.
That sequence is why we do not start an Oviedo city-limit tear-off on a Friday afternoon and catch inspection later. The city has to see the deck.
