Hillsborough County roofing permits are issued by Hillsborough County Development Services (601 E Kennedy Blvd, Tampa) for unincorporated county properties. Properties within City of Tampa limits are permitted through Tampa's Construction Services Center. Properties in Temple Terrace and Plant City have their own municipal building departments. Florida Building Code — Existing Building, Section 706.1.1, limits how much of a roof area or roof section may be repaired, replaced, or recovered in any rolling 12-month period. Florida Statute 553.844(5), added by Senate Bill 4-D (effective May 26, 2022), is the exception: if the existing roofing system or roof section was built, repaired, or replaced in compliance with the 2007 Florida Building Code or a later edition, and 25% or more is being repaired, replaced, or recovered, only the repaired portion must be constructed to current code. Full replacement is not automatic. A permit issued on or after March 1, 2009 may help identify the governing code edition; the date alone does not prove compliance. This is a building-code requirement. It does not, by itself, require an insurer to pay for a full roof. What is paid depends on the policy. This building-code rule applies throughout Hillsborough County. Additionally, properties in FEMA Special Flood Hazard Areas (common in coastal Tampa and Apollo Beach) may have additional requirements for roofing work under local floodplain management ordinances.
