City permit or county permit

Inside Panama City limits, roofing permits come from the City of Panama City Building Services Division at City Hall, 501 Harrison Ave. Applications and inspections run through Cloudpermit, and when a re-roof passes final inspection the city issues a certificate of completion. Outside city limits, unincorporated Bay County roofing permits come from Bay County Builders Services. We pull the permit for the correct office under CCC1330134.

When a roof job needs a permit

The City of Panama City says replacing a few shingles is a minor repair that does not need a permit, a repair of 100 square feet or more likely does, and a re-roof does. In unincorporated Bay County, a residential roofing permit is required for any replacement or repair of more than 100 square feet, and for any commercial installation or major repair.

For improvements over $5,000, Florida law (Chapter 713) calls for a Notice of Commencement recorded with the Bay County Clerk of Court and posted on the job site before the first inspection.

Bay County wind design is set by code

Bay County publishes Florida Building Code (2023, 8th Edition) design wind speed maps. Which map applies depends on the building’s risk category, and the county notes that most structures are Risk Category II. The county’s Risk Category II map shows the 130 mph and 140 mph design wind speed lines crossing the county, and it marks wind-borne debris regions along the bays and the Gulf. We look up your exact parcel before we specify fastening, underlayment and any opening protection. It is code, not a sales pitch.
